Previously Raced Horses (PPs) Import Criteria for Hong Kong

A. Age and Starts Conditions (Apply to all types of Permit)

  1. Horses must be imported into Hong Kong before they turn five years old.

  2. Restrictions on the maximum number of starts for different age groups:

B. Performance Qualifications

1. Normal Permit / Normal Replacement Permit

A Normal Permit refers to a PP Permit issued in the annual Horse Import Permits Ballot.

A Normal Replacement Permit may be issued for importing a PP to replace (i) a PP which has been retired within 12 months of arrival in Hong Kong and did not have more than five starts in Hong Kong, (ii) a PP which has been retired within 18 months of arrival in Hong Kong and did not have more than one start in Hong Kong, or (iii) a PPG which fulfills certain conditions.

Australia

Horses must have won a race at a Metropolitan track listed below;

Or won a race of an advertised value of at least AUS$17,500;

Or have been placed 2nd or 3rd in a Group or Listed race or in a race of an advertised value of at least AUS$50,000.

Victoria - Flemington, Sandown, Caulfield & Moonee Valley
Queensland - Eagle Farm & Doomben
South Australia - Morphettville
Western Australia - Ascot & Belmont

N.B.

National Hunt Flat Races, Selling Races and Walk Overs are excluded from consideration for performance qualifications.

For horses which have raced in countries where qualification is not determined by rating, a qualifying run will remain valid for a period of six months, after which a horse would need to re-qualify in order to be eligible for import into Hong Kong. In addition, the race in which the horse qualified must be one of the horse's five most recent starts.

For horses which have raced in more than one country, performance qualification can be achieved by meeting the criteria of any one of the countries in which they have raced.

All horses which meet the prevailing import criteria required for a Special Replacement Permit will automatically be qualified for the Normal Permit / Normal Replacement Permit.

Hong Kong Ratings are provided by The Hong Kong Jockey Club Handicappers upon request of Permit Holders and/or Trainers. Ratings supplied and/or published by foreign racing jurisdictions do not determine eligibility.

Permit Holders and/or Trainers must obtain prior written confirmation from The Hong Kong Jockey Club Handicappers that a horse is eligible for import in accordance with the Import Criteria. Any confirmation thus issued is subject to all circumstances remaining unchanged in respect of the horse and will be automatically revoked when circumstances do change (e.g. age change or the horse racing again. In that case, re-confirmation of qualification for import is required. It is the sole responsibility of the Permit Holder that such a horse satisfies the Import Criteria and all other requirements for import into Hong Kong.

2. Special Replacement Permit

A Special Replacement Permit refers to a PP Permit issued for importing a horse to replace one which has been retired at any time for the purpose of applying for such Special Replacement Permit.

Horses must have a confirmed Hong Kong rating of 85 or higher at the time of import;

Or in the case of a three-year-old which has run no more than five times, have a confirmed Hong Kong rating of 80 or higher at the time of import, based on form shown as a three-year-old;

Or in the case of an owner who is issued with a Special Replacement Permit for the first time, have a confirmed Hong Kong rating of 80 or higher at the time of import;

And have won a race or been placed 2nd or 3rd in a Group or Listed race;

And be imported from one of the countries listed in paragraph B1.
